Final rule re: SAM registration https://azptac.com/2018/10/08/final-rule-re-sam-registration/ https://azptac.com/2018/10/08/final-rule-re-sam-registration/#respond Mon, 08 Oct 2018 18:39:24 +0000 https://azptac.com/?p=465 Continue reading Final rule re: SAM registration]]> On September 26, 2018 DoD, GSA, and NASA published a final rule in the Federal Register at 83 FR 48691 to update the instructions for registration in the System for Award Management (SAM) and correct an inconsistency involving the timing of registration. In order to correct this inconsistency, the rule changes FAR 4.1102, 4.1103, 52.204-7, and 52.212-1(k) to require offeror registration in SAM prior to submission of an offer. The rule also requires contracting officers to use the name and physical address from the contractor’s SAM registration for the provided Data Universal Numbering System (DUNS) (now the unique entity identifier) and removes the term “division name” from the FAR text at FAR 4.1102, clause 52.204-13, and provision 52.212-4. The final rule will become effective on October 26, 2018 (APTAC Newsletter, October 2, 2018)

RFP issued to replace DUNS #s https://azptac.com/2018/09/06/rfp-issued-to-replace-duns-s/ https://azptac.com/2018/09/06/rfp-issued-to-replace-duns-s/#respond Thu, 06 Sep 2018 18:22:54 +0000 https://azptac.com/?p=428 Continue reading RFP issued to replace DUNS #s]]> The General Services Administration is looking for vendors that can replace the longstanding “DUNS” number identifier of contractors and grantees with a nonproprietary form of validation.

The agency on Aug. 31 published a solicitation for “entity validation services” for its System for Award Management (SAM.gov) and Integrated Award Environment for commercial, nonprofit and government entities.

A pre-proposal webinar will be held on Sept. 10. Questions may be submitted by Sept. 19 and bids are due Oct. 1.

The government has used Dun & Bradstreet’s Data Universal Numbering System (DUNS) to identify federal contractors since 1994. The current DUNS contract is expiring this year.

However, advocates of transparency have been urging the government to adopt open source standards that make it easier to store and share data, and to avoid proprietary systems.

GSA previously issued two requests for information about the upcoming procurement. The new contract will have a base period of one year with four additional one-year options.
