What do contracting officers look at during the evaluation process?  Judith Ann Honold, a retired contracting officer with the Marine Forces Reserve Center, will lead you through the process from pre-proposal inquiries to the technical and price evaluation factors.  Ms. Honold has 20 years of experience with negotiating and evaluating procurement packages as well as working within contract vehicles such as Indefinite Delivery/Indefinite Quantity (IDIQs).
